The clinic itself may be able to provide some food, but I'd recommend you hunt or scavenge for yourself. For everything you mentioned.

There are stores and abandoned buildings scattered throughout the city that contain any number of items. Sift through the garbage until you find something workable.

To be blunt, nowhere is 100% safe, but the Safezone, or city, is separated from the Wastelands by a Wall that has seen better days. You can't miss it.

As for your lodgings, I am afraid you have to do most of the refurbishing yourself, although there are some people around who will be more than willing to help.
